A strictly neutral magical fraternity founded by First Age Atlantean sorcerers to preserve magic and alchemy. Disbanded after the empire's fall, it reformed on Dardanus and runs the Magical Institute; seven master spell casters rule it.

The Grey Council began as a magical brotherhood devoted to preserving the sciences of magic and alchemy, founded by Atlantean sorcerers in the long-past First Age. When the First Age Atlantean Empire fell, the Council broke up for a time, then reappeared at the start of the Second Age with a new home on the island of Dardanus, where it now owns and runs the Magical Institute of Dardanus.
As in ancient times, it holds to a code of strict neutrality. A ruling body of seven exceptionally gifted spell casters governs it. Spell casters, alchemists and thaumaturges of any nation can become members, but only when appointed by that ruling body, and members enjoy free use of the Institute's great store of magical and alchemical learning.
