Following a person you have already spotted without being noticed or losing them; this is shadowing, not tracking.

Tailing is following a person or group without being noticed. The subject has to be in sight before the attempt begins; this is shadowing, not tracking. The chance is 35%, plus 5% per level.

On a failure the tail either loses sight of the quarry or the quarry realizes he or she is being followed, with equal odds of each. Bounty hunters, spies and witch hunters learn it at first level, assassins at second.
