The caster speaks the word, and every individual within 20 ft. must save vs Constitution or lose their sight for a time. The blindness is temporary, lasting 1 minute for each level of ability, so the spell is Variable as described.

A scene
The Kazak horsemen had ridden down from the Himvati plateau and surrounded the wizard Tenzin, lances lowered, laughing, pressing in close to finish him. He spoke the word. The riders nearest him cried out and clutched at their faces; their eyes had gone white and sightless. Horses reared and collided. Two of the Kazaks still blinked and saw, shouting to their comrades in confusion. Tenzin walked away between the blind men, leading his pony, while his remaining foes shouted after him. Their friends would see again, in a few minutes.
