Apart from the tidal rocks that come and go, the Sea of Baku holds permanent islands known together as the Isles of Zora, meaning 'The Dawn'. Sheba generally controls the larger, easier to reach ones. Those too remote or too small to be useful are mostly empty, though a few shelter exiles, outcasts, hermits and similar folk.
