Citadel of Tok

Place, Landmark

A twelve-towered stone citadel in Draconea said to be ruled by a secret brotherhood of twelve evil sorcerers, the Twelve Masters, and stocked with magic items and lore. It is ringed by huts of ogres, goblins and slaves who defend it; the elves believe it was once a refuge of a forgotten cult.

From the book

Among Draconea's ruins, the Citadel of Tok alone is said to be inhabited by humans. Legend holds that a secret brotherhood of twelve sorcerers, masters of evil magic, controls it. Their twelve-towered fortress of rough-cut stone blocks is supposedly a treasury of wondrous magic items and arcane lore.

A ring of round stone huts full of ogres, goblins and human slaves surrounds the citadel; these servants keep it up and defend it, but the slaves go unarmored with only slings and clubs and are merely the outer guard. The true defense is the power of the Twelve Masters. Apart from ancient First Age Atlantean maps, almost every record of Tok is lost, but the elves of Broceliande remember something of it and believe it was once the refuge of a long-forgotten cult of Atlantean or Hesperian origin.
