The three canal rings of the inner city, called the Inner, Middle and Outer Rings, each lined with wharves, shipyards and warehouses; only the military-held Inner Ring restricts shipping. Underground ramps and stairs on the metal-clad walls link water and land.

Three rings of water mark out the inner city, named simply the Inner, Middle and Outer Rings. Shipping moves freely on the outer two, but the Inner Ring is under military control and vessels without good reason to enter are sent back. Every ring has wharves, shipyards and warehouses. Underground ramps climb from the wharves to the land rings above, and narrow stairs wind up the outside of the metal-clad walls.
