Makara

The Makara are an ancient race that has long sought to rule all the oceans. They turn up in waters around the world, and the Sargasso holds more of them than anywhere else. Age-old enemies of the Tritons, they like humans no better, seeing them as intruders. Large bands of these sea devils attack ships and even raid coastal settlements.

They have tamed several kinds of shark and use them as war mounts and pack animals, and like sharks they are said to be driven into a frenzy by the smell of blood. They infest the upper escarpment of the Antillan Channel and the Sargasso weeds, war almost constantly with the Sahuga and Sargo Tritons, swarm the sunken ruins of Attla, raid Eudea's port of Valum Chivum, and occasionally ride their sharks into the Tamarack Sound. Legend places their king in a stone palace in a hidden city beneath the Sargasso.
