Anyone, person or creature, standing within 20 ft. of the caster is swept up by an emotion of the caster's choosing unless they save vs Will. The feeling can be extreme: limitless joy, bottomless despair, wild recklessness and so on. It lasts 1 hour.

A scene
The crowd in the Public Square of Acheron has been shouting for the grain merchant's blood for an hour, and the city watch is badly outnumbered. The mage Hapuseneb steps out among the nearest rioters and releases the planet's power in a wave. Within twenty feet of him, angry faces soften. Men who were brandishing clubs begin to laugh, then to embrace each other, overcome with a joy they cannot explain. One scowling rioter feels nothing at all, but he is alone now, and he slinks away.
