The caster speaks a single command word that everyone within earshot must obey unless they resist; it lasts an hour.
From the book
The caster utters a single word of command, for example "cease", "surrender" or "flee". Every target creature that can hear it must save vs Will or obey without hesitation. Whatever the order, its hold on those who fail lasts for 1 hour, and the spell does not vary with the caster's level.

A scene
The Picts have broken into a farmstead courtyard in Uallach with torches and axes, and the only defender left is a frail old priest, a guest of the house, who has nothing but his voice. He climbs onto the well's edge and speaks one word, flee, with all the power his god can give him. Almost every raider who hears it drops what he is doing, turns and runs, scrambling back over the wall and down the hill. Three stubborn warriors stay behind, blinking, suddenly very alone. The old priest looks at them, and they reconsider.
