From the book
The caster, or anyone the caster chooses, becomes able to speak and understand any one language. The spell is given by touch and lasts 1 hour. Each level of ability either adds another hour to the duration or lets one more individual share the benefit. There is no save.

A scene
The Triton envoy rising from the waves off Antilla speaks in whistles, clicks and gurgles, and not one of the Atlantean delegation understands a word. The next clicking phrase opens up in both their minds like a flower: the Triton is asking, rather impatiently, why the humans keep dumping their rubbish in his garden. It is going to be a long afternoon.
