Manua

Manua is the most unified multi-island nation of the Elysium Sea, a people of short, dark-skinned sea warriors. Starting from Nonamato and Kusa, they have conquered the human tribes of Nonamato, Manawak, Manuk, Melekuala and Samal, and are thought to want more. They are at war with no one at present but are hostile to both Ogata and Tora.

Manuans are ferocious fighters who would rather die than retreat or yield. Their rough but effective armor is made of bone lamellar, shark hide and the spiny skin of a local blowfish, and their preferred arms are barbed spears, clubs set with shark teeth and rough short bows. Superb seamen, they raid in outrigger canoes up to 60 feet long, usually attack other boats on sight, and have even fought the giant kraken and leviathans of these waters.

They worship a nameless sea god pictured as a huge and mighty dragon, so they never harm or threaten the sea dragons in their waters, taking them for their dread god's envoys. Manuan shamans don ornate dragon masks and reputedly can converse with any sort of dragon. Their capital is Nan Matal on Nonamato.
