Elysium

Place, Nation

The Triton nation claiming all the waters and seabed from Tamoanchan and Eria to Lemuria and Khitai, plus the sacred island of Elysium. Its loosely united nomadic tribes ride hippocampi, farm shallows, trade and sometimes raid, meeting yearly off the holy isle; the lush island itself, a spawning and burial ground, is forbidden to all on pain of death.

From the book

The Triton nation of Elysium claims all the waters and seabed from Tamoanchan and Eria to the shores of Lemuria and Khitai, along with the holy island of Elysium. No one may set foot on the island, but the sea is open to all travelers. Its Triton people range widely on splendid hippocampus mounts.

Elysium consists of numerous small tribes linked by kinship, though some Tritons have left family groups to join bands devoted to a particular trade or purpose: merchants, adventurers, corsairs, even ruffians and bandits. Most tribes are nomads who follow migrating fish and other sea creatures; some settle in coastal shallows to tend small sea farms, others roam the whole ocean trading with land folk on its shores, and a very few are corsairs who strike ships and coastal villages without warning.

There is little real unity. Each tribe has its own chief and customs that can differ widely. Once a year all the tribes gather off Elysium for a round of festivals, where disputes between tribes are settled, marriages celebrated and goods traded. Outsiders may share their seas, but anyone who sets foot on the holy isle is put to death.
