One person or creature within 100 ft. has to save vs Will; failure leaves it immobilized, silenced, or both; the caster decides which before casting. The binding lasts 1 minute for each level of ability, so the spell is Variable as described.

In the great hall of Avalon, the enemy's herald had begun to read out a declaration of war before the entire court. The wizard Merrick lifted two fingers and spoke. The herald's voice stopped. His mouth went on moving, working, straining, but not a sound came out, and his face turned from pale to red to purple. The court began to titter. Merrick lowered his hand and bowed to the throne. They would have perhaps five minutes, he murmured, in which to decide what to do about this war before the herald could finish reading.
