Brings a heavy downpour over an area, halving movement, cutting sight, dousing all flames and turning dirt to mud.

Heavy rain pours down over an area of up to 100x100 ft., anywhere within 1,000 ft. Anyone inside can move at no more than half speed and cannot see beyond 10 ft. The downpour puts out every flame at once, magical or not, and turns dirt roads and earthen walls into mud. It lasts 10 minutes, with no save.

A scene
The Scythians had lit their torches and were riding for the thatched roofs of the Ku fishing village. The druid Varka called the rain down on them from the dunes behind the boats. It fell like a dropped lake. Every torch died in a hiss of steam, the riders' own war fires went out in their pots, and the sandy track under their horses turned to sucking mud. Blind in the downpour, unable to see more than a few yards, the raiders floundered at a walk. By the time the rain stopped, the fishermen were ready for them.
