Lets the caster talk with anyone who uses a language, just as Speak in Tongues does. Beyond that, the astrologer senses the turns of phrase, mannerisms and idioms that the listeners link with a wise person, and can use them. This earns +1 on any reaction roll or save vs Charisma needed during that encounter. It lasts 10 minutes per level of ability.
