A 20 ft. radius circle forms within 100 ft. and soaks up all sound for 10 minutes, making talk and verbal spell casting impossible inside it. Those within get no save, but the circle cannot move, so stepping out of it ends its effect on them.

A scene
The duel took place on the marble terrace of the Magical Institute of Dardanus, and everyone expected the wizard to win. He was already chanting his first Word of Power when the magician Anthea dropped a circle of silence over him. His lips kept moving; no sound came out. He stopped, astonished, and tried again, face reddening, while the audience of students began to laugh. At last he worked it out, took three long strides to the edge of the circle and stepped out of it. By then Anthea had finished her own spell.
