A spell caster can inscribe a single spell onto a scroll with magical ink; the effort counts as one of that day's spell castings and the scroll is used up when read.

A spell caster can write a single spell onto a scroll using magical inks on papyrus, vellum, hide or something similar, burning enough incense for one ritual. The work takes an hour and succeeds 90% of the time, +1% per level of ability, to a maximum of 99%.
Writing a scroll demands total concentration and drains as much energy as casting the spell. It counts as one of that day's spells whether or not it works, which limits how many scrolls a caster can make in a day. Only spell casters can make them.
No scroll can hold more than one spell, and once the spell is cast from it the scroll is spent.
