Tora

Tora is a league of four islands, each self-governing and distinct in culture and origin, but firmly united against any threat from outside. Most of their people are tribes exiled from other lands who have built new homes here, and all are somewhat wary of strangers. This mixture of peoples claims the islands and waters of Rapa Nui, Matua, Tamaka and Orongo, each with its own cultural and ethnic group, ruled independently and joining together only for defense. Moto Nui, at the heart of the group, is not a member.
