Khaffir is the capital of Ophir and the favorite stopover for foreign visitors. Its university, born of the Atlantean-influenced growth of magic and alchemy in the realm, is held in high regard by sages, wizards and alchemists in Atlantis, Sheba and even far-off Meluhha. Its entertainment districts are said to be second only to Tharshesh for variety: taverns and inns stage lavish shows, and a great stadium hosts athletics, gladiatorial bouts and wild beast shows. A council of elders here advises the King. The city's riches and wealthy guests also attract thieves and other criminals, especially at festival time.
