In Quaddan, Heru rules the heavens and the afterlife and has mastered divine magic and astrology. His representatives on earth may be astrologers, mages or priests.
Quaddani law allows Heru to be worshipped in any number of forms, even in the guise of other gods. This unusual idea expresses his all-being nature, and it was adopted to calm the many cults that already existed in Quaddan before the state made Heru its official patron deity. Embalming and mummifying the dead are customs of most of his cults.
