A new spell level becomes available every two levels of ability.

A caster moves up to a new tier of spells after every two levels of ability. At 1st and 2nd level only first level spells can be learned; 3rd and 4th open up second level spells; 5th and 6th third level; 7th and 8th fourth level; 9th and 10th fifth level; 11th and 12th sixth level; and 13th and 14th seventh level. From 15th level onward the caster is ready for spells that are obscure, ancient or of the caster's own invention.
